Hello. i do have one site proposal to do. Can we make a site based on moodle(e-learning platform) where people with sufficient knowledge can put up things for people to learn with regards to development and scripts?

If by "we" you mean you, then go right ahead. You don't actually think it will be a success, do you? Not with this project.
If you have problems, FIRST TRY SOLVING THEM YOURSELF, and if you get errors, TRY TO ANALYZE THEM, and ONLY if you can't help it, THEN ask here.
Otherwise you will never learn anything if all you do is copy-paste!
