Hmm, i am not sure you know exactly what your asking 
You would need more then a PHP to do that, kills are not currently tracked based on date/times. You would have to add a new column to characters.sql like monthlyPvpKills that you have to reset every month. Then make the proper changes in core to increase this new stat from each kill, then it would almost be identical to a normal top pvp/pk php script just checking a different column.
