Today i've been testing enchant rates on latest revision (updated it yesterday) and it seems that there's something wrong with them...
Here's an example:
i've been setting enchant rate to 75%, on a +15 safe, +25 max, and it was always going straight to max enchant (i didn't broke one, tested with 10)
so i've been testing 73, once again the same
with 72, they almost all the time break at +18/19
I don't know if it's supposed to be so, but really it would be useless use % if 3 units difference changes enchants that much.

You will need to made several thousands attempts to see difference.

How many thousands attempts you did ? What about distribution level/rate ?
Stats from my live:
Total attempts: 7632, safe attempts (up to +3/+4 for fullbody) 4410, non-safe attempts 3222.
Success: 2071, failure: 1151.
Failures at +3: 396
+4: 291
+5: 179
+6: 109
+7: 58
+8: 35
+9: 27
+10: 13
+11: 8
+12: 5
+13: 4
+14: 4
+15: 3
+16: 1
+17: 2
Pretty good distribution.
So, you sure made 10-15k attempts for such conclusions ?
