Problem with server connect

Having my problem is that when I try to connect I get 9999 and not ping the server I connect to another pc, and I gave it the ip 192.168.1.3 greetings

If you want to play alone just put everywhere in the conifg files 127.0.0.1 and in your hosts file
127.0.0.1 l2authd.lineage2.com

Ok but the problem is that in another pc I can not put 127.0.0.1 and you put everything in 192.168.1.3
