I need Help PLEASE

Hello all i have a large question this is very important and i have come to a dead end. I have a website and the only page that works is index.php, now when i go to make the next page i have a page named second.html and i also tried second.php heck i have named it all you could think of. But when i go and try to go to that page it says it cant be found, BUT if i take the code away it says the page is there withh no information it redirects me to a 404 error. I have no idea why it is doing this and I need to get my site up and running. Please someone help me.

Check to make sure the link to the page is correct and check the secuirty to make sure the Internet guest account your using has at least read access.
