There is an offer! Why not to realise a fortress of the dead/devasted castle siege? l2jfree have already made it.

What disturbs that to make it?

Btw. An offer would be something like "Im giving x to the one that implement Devastated Castle!". But again, devs around don't code for anything besides fun.

Porting it from another project is no fun... re-making it is much more interesting and it is also a great way to learn how to code

That's a quick hack implementation based on original siege engine, I'll be happy if someone reworks it (without introducing new bugs).
And about fortress of the dead - there aren't any exact retail spawns, even on l2wh, not mentioning mob stats. Seeing that l2jserver has a lot of support, you could just harvest that data from npcinfo packets as I did for CC (Kratei's cube) on rpg-club.com x1000 (or x30 if you think it's worth it) server. Those servers are running 100% gracia final, and I'm not joking.
