PvP chance skills

Should PvP weapons/armor chance skills activate only then attack/attacked by player/summon (playable), or by mobs too ?
Anyone have retail info about it ?
I have patch ready, but wait until more info.

RS for a screenshot... You stink the RS Premium from miles away!
It shouldn't works when monsters attack you, but it wouldn't surprise me if it does... NoCommentSoft don't like to make sense.

dunno if you got the info already, because I see the post date as 25/25/2009' Oo
but in retail they dont activate during PVE. only in PVP.
pretty often btw.
