cpu utilization (linux)

First of, i know this isn't a Linux support forum, but seeing this forum has some system administrators who use Linux, and i have an account here, i thought why not ask here
I wonder wondering if someone could explain the screenshot below. How come top displays 94.1% idle while also showing processes which apparently are taking 27% and 23% of the cpu.

According to these details, what would my actual CPU-utilization be?
Any input would be appreciated
