I set RateRaidDropItems = 5, but things fall as x1
Why?

5x doesnt mean it will give you 5x more items if the chance is not 100%. it is likely if it would try to drop the item 5 times. so if the chance is low, you will hardly get 5x items.

So how did increase the chance drop items?
A base?

item drop chance times droprate
if you want the items to fall 5x, put their droprate to 1kk (1'000'000) in database (min/max=1)
