Just wanted to know, what controles exclamation mark over NPCs? Is it together with model in the client? Is there a way to remove it server side?

its client side, but maybe some value in npcinfo disable it.

So there are no working quests/scripts in L2J which use this feature?

What do you mean by npcinfo? EDIT: I guess you mean AbstractNpcInfo class.
