In retail when u get 76 lvl u cant back < 76
That's why skills need to be deleveled when char level is going down for example

if u are 74 and delevel to 73 all skills from 74 need to be lowed or removed here isn't like that

if i remember correct you loosing skill level after you delevel 6+ levels from learn level.
about delevel < 76 have some proof? cause i dont think so.

Yes because once you get 76 (i do not know about the 3rd quest requirement its possible to be from it) you cant delevel it you will stay to 76 0.00% that's way you cant lost your enchanted skills.

it's 10 lvl now
