Reuse time calculation!

Anyone know where in the core i can find the reuseDelay code calculation and modify it?
I mean if (reuseDelay=600000) is 10 min how can i make it too understand it like 5 min?
I mean the calculation code of the reuse delay and not too change the reuse delay of skills!
Pls is very important for me and i need some help on this!
