Global Drop?

Can someone tell me how can i make a global drop? I want to make Event -Glitering Medal to drop every mob (10% chance)....
I saw this topic

search for "faenor" or "medal drop" or check your faenor folder in datapack.

Well this is good,but i dont know how to apply patch... Thats my problem... I have the Eclipse and i compiled the l2j... And i search the forum,but no results... Please some guide

This topic should have been locked after 1st reply, it gave all necassary info.
Extracting that .zip file gives an .xml which should be self-explanatory, but if you can't understand even that little...!
