Eclipse Web Developer Tools

Open Eclipse... Help -> Install New Software

Select Work With: Kepler - http://download.eclipse.org/releases/kepler

and then... open "Web, XML, Java EE and OSGi Enterprise Development" and select "Eclipse Web Developer Tools"

after install go to Eclipse "Preferences -> Web -> HTML Files -> Editor" and set Line width to 720

so now you can Format HTMLs using: Team -> Source -> Format

and you can validate HTML files too.
