Marque announcement.Pls teach me.

Hi guys, Iwanna to ask how to make script to make the announcement for event to keep repeating at top of screen...since player hard to know when the event start when It jus announced in chat box. I want a yellow marque event announcement that keep repeating on top of lineage screen. Can anyone help me with this?,since many player keep asking when the event start but actually it already been announced. I really appreciated someone help.....maybe kadar? ^^
