can raidboss in town crash server ?

only need a simple yes or no on this
preferably from a dev...
question:
can a raidboss in town crash a server, with other reasons as cheap/outdated/crappy hardware ?
why?
as we all are boring sometimes when max lvl etc and nothing to do other as annoying the masses of ppl around gm shops...theres always the fun of pull a raidboss...or 2 into giran
and all should know some server's gm's claim it crashes server...
imo its just an excuse for their crappy hardware.
i tried it on my own server, spawned 10+ antharas and a few other raids in giran town...not even lag.
so is it a yes or no.
