why I cant damage BOSS

if my character's level is bigger than boss (>8), I cant make any damage even Im invincible. is that a bug?

Normally you get some sort of debuff that will stun or pretify your character for a given amount of time.

Well if need to say truth there is some bugged part. In retail there is way to kill 20 lvl raid with 85 level char. But is low priority so still not fixed.
