[HELP] to design a page Web in PHP or ASP

I use a very complete program his name is Wampserver http://www.wampserver.com/en/ brings Mysql+PHP+HTTP Apache+Perl, he is exelente but there is a problem the pages Web as reference is old is used PHP 4,1, but that no longer is used, my proposal is if it is possible to open a new section in called forum L2JWEB Design for every one of an idea to make a page basic Web and security for L2j.
