Item: hot springs lure can not be used when i am going to fish in hotsprings.

i am not sure if i am doing something wrong. i have the required passive skill lvl. so if anybody has info about this i will appreciate it

its a event lure used to gain access to rainbow springs clan hall Event. not compleated yet.
