I want to pay for a cloud server with the following features:
Xeon 9.6 Ghz
8 GB of RAM
100 GB SAS RAID-10
750 GB of transfer
The question is:
For a server with 350 players online, is it a good amount of transfer per month?

probably yes, but anyway is not recommended to use servers with limited bandwidth monthly quote.

yes... but I don't have enough money to pay a server with unlimited bandwidth in Argentina, it's very expensive here

750gb of traffic is more than enough for 350 players. But yep, unlimited one is better.

its more than enough for 350 players .. possible problems.. when your server will get ddos attacks only.
