All rates is inside "Rates.properties" so

Just try a lower value, like 0.00001 and adjust

Yes, you must set lower number than default.
xp 1 = 1 vitality
xp 10 = 0.1 vitality
xp 1000 = 0.01 vitality
But its only thing
xp 1 = 1 vitality
xp 10 = 0.1 vitality
