Pls help bug on enchant skill chance

I have 0% chance for all skills. Pls help me.

Ah maybe i know why the chance is 0%.
I did edit max level is 90 and my char is level 90 but in enchantSkillGroups.xml only have "chance85" max.
I must edit it for chance86,chance87... right?

Yeah. I went right way. All is ok now.
And one more question. How can i edit adena cost for enchant to 0?
