Ok take a item that exists in game a wand add a number into data table then at this point you want to tell it hey you dont cast lighting you are a full mana wand you do this now restore all my mana like i want you to.
I know it can be done i seen it work.

To add a custom item, you NEED to modify the client. It's the only way.
And as GodKratos pointed out, it's illegal and we do not discuss this on these forums.
