If you plan on having geodata, events, etc.. the 2GB of RAM in the first package you listed will become an issue. From memory a default build with geodata enabled, running idle takes up roughly 1.5-1.7 GB of RAM. You start loading players and events, that 2GB is gone pretty quick.
As for Hyper-V or any virtual environment you can have I/O (disk read/write) issues to consider if the shared physical host gets overloaded. Most people focus on the RAM and Processor when looking for a server, which are important but don't forget how important disk read/writes are. You can have tons of CPU and RAM but if the disk I/O is overloaded you are going to have lag and freezing issues while data is read or written.
Lastly verify the host has a decent Internet backbone. I scanned over the packages you listed but did not see what they had. I may have just missed it on the spec sheet.
Running your own server can be a lot of fun but also takse some work and dedication to do it right so you and your players have a good time. L2J is not just configuring the server and playing but a way of life.
Search the forums, read as much as you can and don't forget to have fun!
