The PvP Armors cannot carry any Elemental Enchant. Is it retail, or a bug?

Where is the restriction or how can i do that PvP Armors could carry Elemental Enchant?

and yes...its retail..nothing what has pvp attribute can be put in at elemental stone or life stone (augment)..doesnt matter if armor or weapon...you have to take down the pvp attribute..
