What accses level do i need to make for my self that i can be The highest adnmin accses level 1 o 3 ?

1 is the highest in access_levels table, but entirely the 127.

but when i gave to me 1 accses level and gameserver make for gm only a cant go to server it shows down.

that config consideres the access level from account table, not from character table. on account table, set access level to 127.
